Dear Students,
Choosing to prepare for the Civil Services or the Rajasthan Administrative Service (RAS) is not just about sitting for a competitive examination — it is a vision. A vision of a person who wants to build a better society, who wishes to infuse empathy into the system, and who desires to lead a life of purpose. This journey is not just of books, but of the soul — where you not only remember answers, but become answerable from within.
Civil Services form the backbone of a nation’s administrative framework. Whether it is the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), or at the state level, the Rajasthan Administrative Service (RAS) — their shared goal is to advance the nation toward good governance, inclusion, and sustainable development. To be selected in these services is not just to attain a position, but to become a torchbearer of justice and dignity for every segment of society.
The RAS is a golden opportunity for the youth of Rajasthan who are rooted in its soil and wish to make this land their karmabhoomi. It places you on the frontlines of local governance, policy implementation, and social reform. A decision made by a RAS officer can impact not just a department or an individual, but an entire district and the lives of millions.
I see Civil Services preparation as a spiritual journey — one that requires self-discipline, dedication to a goal, and a commitment to becoming a better version of yourself every single day. This journey does not just give you information; it reconstructs your personality. You confront your fears, doubts, and limitations — and rise above them to discover a new self.
My own journey has been diverse and multidimensional. I entered the Indian Engineering Services (IES) in 1988 and served in this technical domain until 1996. After that, I joined DANICS (Delhi, Andaman and Nicobar Islands Civil Service), where I had the chance to engage directly with grassroots administration. Yet, my soul sought broader service — and that’s when my IPS journey began.
In 1997, I joined the Indian Police Service (IPS) and served in the Uttar Pradesh cadre — a state as vast administratively as it is socially complex. Here, an IPS officer must be not only an enforcer of the law, but a sensitive decision-maker, a policy strategist, and a leader who brings calm during crises. I gained deep experience in areas such as internal security, riot control, crime prevention, and building public trust.

Here, an IPS officer must be not only an enforcer of the law, but a sensitive decision-maker, a policy strategist, and a leader who brings calm during crises. I gained deep experience in areas such as internal security, riot control, crime prevention, and building public trust.
The IPS taught me that the uniform is indeed a symbol of power — but without wisdom, compassion, and ethics behind it, that power can become rudderless. A true administrator is not known by the literal reading of laws but by the spirit in which they are applied. Often, understanding and dialogue are more vital than force. Crime is not always born out of law-breaking alone — but out of social fractures, neglect, and inequality.
Now that I am associated with VED IAS Academy, my aim is not just to share my experience, but to teach each student that administration is not merely a career — it is a philosophy of life. I help students explore the often-unwritten aspects of Civil Services preparation — such as strategies for internal security, the psychology of interview performance, ethical dilemmas in governance, and the real-world complexities of policymaking.
I have served on interview panels for various commissions and institutions, and I have learned that those selected for UPSC or RAS are not just “knowledgeable” — they are thoughtful, empathetic, and deeply connected to society. In interviews, more than the answers themselves, what matters is the candidate’s vision. Do they understand the spirit behind the question? Are they grounded? Do they embody the dignity of leadership?
Dear aspirants, whether you are preparing for UPSC or RAS — both platforms are sacred paths of national service. The difference lies in the domain of operation, not in the purpose. A nation progresses only when both the Centre and the State are led by sensitive, policy-oriented, and purposeful officers. A RAS officer is the lamp that lights up everything — from the village chaupal to the block-level offices.
I urge you not to view these examinations merely as competitions — but as journeys of awakening. The true administrator is the one who introspects, empathizes with social injustices, and desires change. So, alongside your studies, reflect deeply — why do you want to join this service? What is that unique quality in you that can make this country better?

Our effort is to ensure that students not only clear the exam, but also emerge as a new kind of sociological and ethical leadership. I personally interact with the students — to instill confidence, to turn their doubts into calmness, and to awaken the administrator within them.
As I conclude this message, I make a heartfelt appeal — do not look at this journey merely as a desire for success. See it as a step toward meaningfulness. Both UPSC and RAS are gateways to a life of responsibility. One decision you take in service can change someone’s life — and that is why you must begin preparing yourself for that responsibility starting today.
